For the first time in at least a decade -- state officials say the drought in Texas is over. State officials say all the rain people in Texas and the Concho Valley have seen this year has made up for the past few years of below average rainfall. In San Angelo -- the official rain total so far for 2007 is 20 and a third inches.......Thats more than nine inches above the normal amount of rainfall by this time of the year. In fact, in some parts of the state -- people are still dealing with crop damage caused by flooding.
