San Angelo Police say 18 year old Ross Alexander Skeels was pronounced dead at the scene. Skeels collided with a utility trailer in the 3900-block of Loop 306 just after 11:30 a.m. Police say, according to witnesses, Skeel was driving fast in the west-bound lane of Loop 306. Lt. Curtis Milbourn with the San Angelo Police Department said, "The utility trailer was occupied and running. The driver was preparing to make a lane change to the outside lane. The driver of the truck was waiting for traffic to clear before making the lane change." The driver of the truck that was hit from behind, Jorge Segura of Mason, was not injured. All west bound traffic on Loop 306, just west of the Southwest Boulevard exit was shut down until 4:30 tuesday afternoon.
