TX Legislature Surplus

State lawmakers going into this new session with an eight-billion-dollar surplus, but one top lawmaker says that money was already spent before the session even started yesterday.
The state comptroller announced Monday the state expects to have 100-billion dollars in the bank over the next two years.
That's 92-billion available for appropriation and another eight-billion dollars in surplus cash.
But Dewhurst-- who presides over the state's senate-- is already cautioning lawmakers from going on a spending spree.
He says items like education funding and infrastructure growth need major dollars-- especially after some big cuts two years ago.
"....to take care of this growing population."
